California Bypass Study: The Economic Impacts of Bypass Highways

For California DOT, EDR Group (under subcontract to System Metrics Group, Inc.) was part of a team effort to develop improved knowledge and systems for the agency to assess and plan highway bypasses of communities.

The project had two key elements. The first part involved a "meta analysis" evaluation of the local, regional and statewide impacts of past highway bypass projects around the US, based on several hundred projects. The second element involved the development of a standard methodology for the analysis of economic impacts of bypass projects, to improve project planning, design and implementation.
