EDR Group also prepared an analysis of the economic impacts of the proposed rail plan and developed a benefit-cost analysis of alternatives proposed under this plan. This analysis included an assessment of the conditions and trends faced by rail –dependent industries in Michigan, and an assessment of the role that rail will play in the economic future of the state. TREDIS was used to evaluate the economic impacts and develop the BCA for this project.
