Niagara Mohawk Economic Development Program Evaluation

For Niagara Mohawk Power Corporation, Economic Development Research Group worked together with Ticknor & Associates to conduct an evaluation of the effectiveness of Niagara Mohawk's Economic and Community Development Plan (ECDP). The evaluation focused on key program components:
 

1. Energy Infrastructure Programs -- including capital investment incentives, industrial building redevelopment, brownfield redevelopment and power quality incentives;

2. Marketing Programs -- industry attraction and export growth;

3. Energy Efficiency Programs -- including special programs for investment in "empire zones" (enterprise zones), dairy industry, R&D and energy efficiency for industrial parks.

The analysis included a detailed survey of all program participants concerning their investment, job creation and other impacts associated with program participation. It also included development of a database system for tracking participant progress in achieving job growth and investment goals. The study team then developed a report for submission to state agencies, and made recommendations on how to enhance the Program in the future.
