The "Regional Greenhouse Gas Initiative" is a cooperative effort by eight states to implement a regional strategy for controlling emissions of carbon dioxide from electric power generators through a "cap and trade" program. Oregon Public Works Economic Development

The Oregon Economic and Community Development Department needed to evaluate the benefits of the Public Works Fund for local economic development. EDR Group and ECONorthwest worked together to evaluate economic development impacts of this program . The report showed that public works investments over a two-year period had helped generate 3,200 jobs and $86 million in annual earnings by enabling communities to provide the services needed to grow business. While environmental benefits of transportation investments are often viewed in highly simplistic terms, a new report shows the wide variety of ways in which actual impacts can come from large scale projects. Focusing on major highway improvements in Boston, the study discusses impacts spanning: (1) noise levels, (2) visual factors - sunlight and views, (3) sewer and water flows, (4) air pollution emissions, and (5) pedestrian environments.
