Regional Economist/Analyst (mid-level)

Economic Development Research Group (EDR Group) has an immediate opening for a consultant with expertise in economic impact and benefit-cost analysis for transportation, energy and economic development.

 

The position involves consulting in the application of economic impact analysis for transportation projects, policies, and plans, as well as potentially working on non-transport related energy and economic development evaluations. The successful candidate should have training and experience in both transportation planning or engineering, and economic analysis, including familiarity with travel demand, economic impact, and cost-benefit analysis.  Experience in defining requirements for economic systems and software tools is highly desired.

The work will involve assisting in development and application of project impact and benefit-cost tools, as well as working with agencies and consulting firms in the application of those tools for project planning, prioritizing and funding decision-making. Besides technical analysis, it will also involve significant roles in project management, client services, and business development. This work encompasses freight and passenger rail, air, marine and road transportation modes. It will also involve ongoing collaboration with others in large-scale research efforts, and presentation of research findings to clients and professional organizations.  There are four specific requirements:

1. Education -- a Master’s Degree or equivalent in economics, transportation planning or engineering, business administration, urban/regional planning, or public policy/administration;

2. Work Experience -- at least four (4) years of work in a transportation planning agency, economic development organization, or consulting providing services to such agencies for transportation planning and economic evaluation; this experience must include business development, technical analysis, and consultant/client interaction;

3. Technical Knowledge – training in regional economics and experience using regional economic impact tools (IMPLAN, RIMS-II, REMI or TREDIS) for transportation, energy, or economic development applications; demonstrated proficiency with statistical analysis, economic base analysis, and risk analysis tools; and experience with use of databases (SQL and Access), spreadsheet models, and decision support systems;

4. Communications -- Excellent English speaking and writing skills, especially for professional reports, plus an ability to communicate effectively with clients and others in a research team;

Familiarity with both travel demand models and transportation datasets is also highly desired, as is freight and logistics experience.
